Animal Cruelty: Don’t Be Silent. React and Help!
Each year, tens or even hundreds of thousands of animals suffer abuse at the hands of humans. In only a small number of cases do the perpetrators face charges of animal cruelty. Many acts of abuse go unreported, allowing offenders to feel invincible and justified in their behavior.
Animal cruelty includes causing pain or suffering to animals — and not just physical pain. Emotional and psychological trauma can leave even deeper scars. A chain that’s too short, a tiny doghouse, no access to water, or no winter protection are also forms of abuse. These conditions cause discomfort, fear, and suffering — and must not be ignored.
Importantly, under the law, not only the person who directly harms the animal is guilty. Anyone who allows or ignores abuse can also be held responsible — even if they aren’t in direct contact with the animal.
How is animal abuse punished?
To protect animals, the law outlines several penalties:
- Immediate removal of the animal from the abusive person and relocation to a shelter or authorized facility
- Fines, restriction of liberty, or imprisonment of up to 2 years
- A ban on owning animals or working with them professionally
What can you do if you witness abuse?
Always react. The animal will thank you for it.
1. Try to talk to the owner – a calm warning might be enough to spark reflection.
2. Document everything – take photos or videos as proof.
3. Call for help – report the situation to:
- Animal control or city guards
- Police
- The prosecutor's office
